Hon. Okey-Joe Onuakalusi’s motion for urgent implementation of the Persons with Disabilities Prohibition Act 2018 is a timely reminder of the need to prioritize the rights of persons with disabilities in Nigeria.
The Act, signed into law in 2019, aims to promote the full integration of persons with disabilities into society, ensuring they have access to education, healthcare, employment, and other fundamental rights.
Key Provisions of the Act
Prohibits discrimination against persons with disabilities in employment, education, and access to public facilities.
Mandates a 5% employment quota for persons with disabilities in public institutions
Requires public buildings and transportation to be accessible to persons with disabilities.
Establishes the National Commission for Persons with Disabilities to oversee implementation and provide support
The Need for Urgent Implementation
Despite the Act’s passage, implementation has been slow, and persons with disabilities continue to face significant barriers. The motion by Hon. Onuakalusi highlights the urgent need for action, emphasizing that inclusion is not just a human rights issue but also an economic imperative. Excluding persons with disabilities from the workforce and public life costs Nigeria an estimated 6-7% of its GDP annually

Awareness and Sensitization
Launch nationwide campaigns to educate the public about the rights of persons with disabilities and the provisions of the Act
Capacity Building
Provide training and resources for government agencies, private sector organizations, and civil society to implement the Act effectively
Monitoring and Evaluation
Establish a robust monitoring system to track progress and ensure accountability.
Inclusive Policies Develop and implement policies that promote accessibility and inclusion in all sectors
Hon Okey-Joe Onuakalusi opined that implementation of this Act is a critical step towards building a more inclusive and equitable society.
He urge the Federal government to take swift action to addressing the challenges faced by persons with disabilities and ensure that the Act’s provisions are fully implemented.
