LSSTF CEO Ogunsan Hosts Lagos CP Tijani, Calls for Strong Ownership and Maintenance Culture in Security Asset Management

The Executive Secretary/CEO of the Lagos State Security Trust Fund (LSSTF), Dr. Ayo Ogunsan, has urged officers of the Lagos State Police Command to adopt a stronger sense of ownership and maintenance culture in the handling of security assets procured for operational use across the state.
Dr. Ogunsan made the call on Tuesday during a strategic visit by the Commissioner of Police, Lagos State Command, CP Fatai Tijani, and senior police officers to the LSSTF Headquarters in Alausa, Ikeja.
The engagement centred on improving accountability in the management of security equipment, including operational vehicles, communication gadgets, and tactical tools funded through the LSSTF, amid concerns over rapid depreciation and misuse of assets due to weak maintenance culture.
Speaking during the visit, Ogunsan described CP Tijani as a “people-oriented, kind, and tough officer,” commending his disciplinary approach to the use of police assets. However, he stressed that sustaining security investments required a deliberate cultural shift among end users.
“One issue is bothering us, and that is the issue of ownership and maintenance culture among officers,” Ogunsan said. “You can imagine the stress we go through to seek approval for funds to make these assets available. Please help us.”
He noted that LSSTF, as the pioneer security trust fund in Nigeria, continues to support the police and other security agencies, but warned that poor asset management could undermine such efforts.
Demonstrating commitment to reform, Ogunsan proposed the creation of a dedicated Lagos Police Command Asset Monitoring Unit, pledging support for its implementation.
“When you constitute and launch this unit, I will give you a brand new operational vehicle. I will also want you to empower them, if possible, to ensure compliance and enforce proper maintenance culture,” he added.
In his response, CP Fatai Tijani expressed appreciation for LSSTF’s continued support, describing the relationship as a “homecoming” given his previous interactions with the Fund under past leadership.
“I have worked with four Commissioners of Police in Lagos, and I know LSSTF has always been supportive,” Tijani said. “I am asking for your continued partnership.”
The police chief acknowledged long-standing challenges around asset ownership culture within the force, noting that corrective measures were already being implemented.
“Taking ownership has always been a big issue from years past. If you don’t take ownership of what you have, you will lose it,” he said. “We are going to create a monitoring team to check the state of maintenance of our vehicles. There will be a change in attitude.”
CP Tijani also outlined the evolving security landscape in Lagos, describing the state as dynamic and constantly requiring adaptive policing strategies. He reaffirmed the Command’s commitment to improving operational efficiency in response to growing security demands.
He further disclosed plans for the implementation of a new initiative from the Inspector-General of Police, Olatunji Rilwan Disu, the Violent Crime Response Unit, which is expected to be inaugurated in Abuja.
“Our IGP has created the Violent Crime Response Unit. He has asked if Lagos is ready, and I said yes. We will need support from LSSTF to make it effective,” he stated.
The visit was attended by senior police officers including AC Operations, ACP Ehindero Lawrence; Operations Admin, ACP Aka Shittu; AC Admin, ACP Mulero Victoria; Police Public Relations Officer, SP Abimbola Adebisi; and ASP Adeoye Olufemi.
The engagement concluded with the presentation of a commemorative plaque by CP Tijani to Dr. Ogunsan, symbolising renewed collaboration between both institutions aimed at strengthening security operations in Lagos through accountability, sustainability, and improved asset management.
